Having dedicated his victory to Cubas Fidel Castro and the late Hugo Chavez of Venezuela, he went on: “How much longer will we continue to be subjected to the North American empire or the capitalist system? So far, so reminiscent of 2007. That was when Chavezs anti-yanqui continental alliance, known as the Bolivarian Alternative for the Americas (ALBA), hit its zenith. It had gained two new recruits with the election of Rafael Correa in Ecuador and of Daniel Ortega in Nicaragua. Having won a new term by a 26-point margin, Chavez pledged himself to “21st-century socialism”. A year earlier Mr Morales, a socialist coca-growers leader of Amerindian descent, had won Bolivias presidency proclaiming that he was “the ed Statess worst nightmare”. In Argentina the election in 2007 of Cristina Fernandez, an ALBA fellow-traveller, prolonged the regime of her husband and predecessor, Nestor Kirchner. Analysts lumped these leaders together as radical populists, for want of a better term. Yet despite a shared bent for autocracy, there were always differences among them, not least because of their countries differing circumstances. Seven years on, their fates are distinct. In Venezuela Chavez bequeathed a toxic economic legacy to his lacklustre successor, Nicolas Maduro. A country that claims the worlds biggest oil reserves has been so badly mismanaged that it is scraping around for dollars. As for Ms Fernandez, having plunged Argentina into stagflation, she is down and almost out, despite her last-gasp effort to turn her argument over debt with a New York court into a nationalist epic. Their difficulties are in sharp contrast with Mr Moraless continuing popularity. True, he has been in power for a shorter period. But his success has recently owed less to “anti-capitalism” and much more to his accommodation with economic orthodoxy and local capitalists. After a turbulent early period when he pushed through a new constitution, quashed the opposition and nationalised foreign-owned oil and gas producers and utilities, he has presided over several years of political stability and economic growth. And he has made his peace with private business. The ALBA presidents all claim to be leading durable “revolutions”, not just any old government. In practice, all of them (save Mr Ortega) built their popularity on recycling a huge increase in rents from the commodity boom into subsidies for the poor and expanded social provision. But Mr Morales has been much less wasteful than Chavez and the Kirchners, having run a fiscal surplus every year since 2005. Mr Correa, like Mr Morales, is becoming more pragmatic. He has invested his oil windfall in roads, schools and hospitals. He recently negotiated a trade agreement with the European Union and has restored normal ties with the IMF. Last month he watered down a new banking law under which the state was to dictate the destination of private bank loans. As for Mr Ortega, who has long been chummy with private businessmen, his espousal of a quixotic, Chinese-backed and environmentally damaging scheme for a trans-Isthmian canal looks like a search for elusive rents to sustain his familys grip on power. Mr Morales and Mr Correa, who won re-election last year, may be riding high now. But there are clouds on the horizon for their “revolutions”, too. Despite the rhetoric, these do not include the ed States: Barack Obamas response to ALBA has been to yawn. Their first problem is the end of the commodity boom. Three-quarters of Bolivias exports are of natural gas or minerals, whose prices are falling. Ecuador invests much more than Bolivia. Mr Correa has boosted non-oil exports. He has done more than Mr Morales to try to diversify his countrys economy, with so far uncertain results. But his “citizens revolution” is showing signs of financial strain. Ecuador is heading for a fiscal deficit of up to 7% of GDP this year. And the oil price is crashing. 译文属译生译世 /201410/337075A new study revealed that almost one third of cancer deaths among Americans over 35 are due to smoking cigarettes. The rate is a lot higher in the South, perhaps due to their lax smoking laws. Patricia Folan of the Center for Tobacco Control at Northwell Health said, “States with underfunded tobacco-control programs have the highest prevalence of smoking, as well as the highest proportion of cancer deaths attributable to cigarette smoking.” The study found that cancer deaths affected men more than women. Dr. Len Horovitz said, “Smoking continues to be the biggest threat to health in this country.its time to help people quit.”

Until recently, many ecologists didnt study the effect of evolution on population dynamics because evolution is much slower than the predator-prey cycle. But a study suggests that adaptive evolution might actually play a role in the dynamics ofthe predator-prey relationship. Cornell University biologists studied the population dynamics of green algae and rotifers, the microscopic aquatic animals that feed on them. They expected that the rotifers would eat the algae and multiply until the algae population crashed. This would then cause the rotifer population to crash, which would allowthe algae population to recover, and the whole cycle to begin again. What they observed, however, was that there was some lag between the time the algae population reached a certain density and the time the rotifer population began its recovery. Why? And how does evolution fit into all this? Well, it turns that some algal cells are resistant to digestion, although this resistance comes at a cost: they reproduce more slowly. As the more dominant, non-resistant strains of algae crashed, the resistant algal cells began cloning themselves more rapidly, and this temporarily stabilized the algae population. In the meantime, the rotifer population crashed because the rotifers had less to eat, allowing the non-resistant strains of algae to recover. Once the non-resistant algae became common again, the rotifer population increased, completing the cycle. So basically, adaptive evolution enabled the algae population to reestablish itself by delaying the time it took the predator population to recover. Understanding the effects of adaptive evolution may help scientists to better understand the behavior of drug-resistant bacteria and outbreaks of disease. 201412/348429 Organised crime有组织犯罪Farewell to the heist和抢劫说再见British gangsters are more professional and cosmopolitan than in the past英国黑帮比以往更专业化和国际化“YOU wont believe this, but theyve just stolen a train.” That was the astonished message of the police officer who reported the “Great Train Robbery”, a heist that took place 50 years ago, on August 8th 1963. A gang of 15 men from across Londons underworld stopped a train by turning the signal red, brutally coshed the driver and made off with £2.6m (then .3m) in cash from the mail cars. They decamped to a nearby farmhouse to play Monopoly with the stolen banknotes. Despite fleeing the country, almost all the culprits were eventually captured. For all its daring, in its cast of characters and casual violence the Great Train Robbery typified the organised crime that flourished in Britain in the 1960s and 1970s. The “faces”, as the most notorious criminals were then known, hung out in smoky pubs on their self-designated patches. Groups such as the Richardsons, who were based in south London, and the Krays, in east London, mostly made their money extorting from local businesses and petty criminals. Reputation was everything: to get involved in the racket, criminals would have to beat up a few prominent people, or spend some time in prison.“火车大劫案”中案犯们的性格以及随意暴力所表现出的胆大包天都具有二十世纪六七十年代在英国十分猖獗的有组织犯罪的典型特点。 That world ended in the 1970s and 1980s. Sentences got stiffer; Bertie Smalls, an armed robber turned “supergrass”, informed on dozens of Londons criminals. The spectacular Brinks-Mat robbery of 1983, when six robbers stole £26m (then m) in cash, diamonds and gold from a warehouse at Heathrow airport, led to much infighting. Most disruptive was the rise of the drugs trade. Drugs were more profitable than extortion and robbery—but they also rewarded different skills. Instead of relying exclusively on hard men, criminal outfits also needed foreign connections to import the drugs, distribution networks to sell them and a way of laundering the cash. Since then, Britains organised crime scene has diversified sharply. Whereas gangs were once extremely local—defined by their territory—crime is now much more globalised, says Charlie Edwards of the Royal ed Services Institute, a think-tank. One visible change is the arrival of criminals with foreign origins. Turkish gangsters import a lot of heroin. Eastern European smugglers import sex workers and export stolen cars; some Vietnamese immigrants run cannabis factories. Yet when it comes to crime, Britains trade balance is probably positive. Most gangsters are still white, British and have working-class roots, according to Dick Hobbs, a criminologist at the University of Essex. They are just better connected than their forebears—and have roamed much farther. The large number of British expatriates in places such as Amsterdam and southern Spain gives cover to British criminals. Mark Lilley, a bodybuilder and drug dealer from Merseyside was arrested in Spain last month after 13 years on the run. And today the fastest-growing scams are not connected to drugs. London has become a centre for global money-laundering, says Federico Varese, a specialist in mafias at Oxford University. Russian gangsters in particular route their cash through British banks. Home Office officials are concerned about electronic fraud and stockmarket manipulation by organised gangs, as well as corruption in government-procurement contracts. All of which suggests that, 50 years after the Great Train Robbery, Britains traditional blue-collar, hands-on crime is a thing of the past. In its place is something less visible and harder to police. That is still damaging, but in some ways the change is an improvement. Britains murder rate is as low as it has been in decades—and murders connected to organised crime are few and far between. Gangsters have moved on. The Great Train Robbery, for all its grisly aplomb, now looks like little more than rather old-fashioned thuggery.
